DeWitt County Sheriff's Report for Oct 28

DeWitt County Sheriff’s Office Arrest and Citation Reports 10-17-25 to 10-24-25

Investigation into the scene of an accident which occurred at 11:17 a.m. on 10/18/25 revealed that Richard Simons, 66, Lincoln, was traveling eastbound on State Highway 10 west of US Highway 48.  Ryan Sosamon, 45, Clinton, was stopped facing north on US Highway 48 at the four way stop, at the intersection with State Highway 10.  Sossaman began to enter the intersection traveling north when Simons went through the intersection without stopping at the stop sign.  Simons said he was looking to his right, outside of the vehicle, and did not see the stop sign.  Simons said he saw Sosaman in the intersection and attempted to avoid hitting them but could not avoid the collision.  The front passenger side of Simons hit the front driver side of Sosaman.   Simons sustained damage to the front passenger side quarter panel, front passenger side bumper and the hood.  Sosaman sustained damage to the front driver side quarter panel, front bumper, grill and hood.  Both vehicles were towed from the scene by Baum’s Towing.  Simons was issued a Citation for Failure to Reduce Speed/Accident.  Simons was released with no Required Court Appearance.
Eugene Scray, 67, LeRoy, was issued a Citation for Speeding (80 mph in a 55 mph zone).  Scray was released with no Required Court Appearance.
Esby Sanchez-Gallegos, 31, Streator, was arrested, charged and issued a Citation for Driving While License Suspended/Revoked.  Sanchez-Gallegos was released with a Required Court Appearance.

10/20/25 Kelsie Hall 33, Clinton was issued a citation for disobeying a stop sign.

 

10/26/25 Brandon Henley 44, Clinton was issued a citation for operating an uninsured vehicle. Henley was issued a notice to appear.

 

10/26/25 Emily Fuquay 37, Country Club Hills was issued a citation for speed.

 

Arrests:

 

10/24/25 Joseph Toohill 42, Clinton was charged with violation of a civil no contact order. Toohill was transported to the Dewitt County Jail and released to corrections.

 

10/25/25 Zachary Wharton 27, Clinton was charged with criminal trespass to motor vehicle, burglary-motor vehicle and aggravated resisting or obstructing a peach officer. Wharton was transported to the Dewitt County Jail and released to corrections.

Jonathan Walter, Versailles, KY, was issued a Citation for Speeding (80 mph in a 55 mph zone).  Walter was released with no Required Court Appearance.
Duane Cox, 49, Champaign, was issued a Citation for Operation of vehicles without evidence of Registration.  Cox was released with no Required Court Appearance.
Alex Chrispen, 20, Clinton, was issued a Citation for Failure to Reduce Speed /Accident.  Chrispen was released with no Required Court Appearance.
Joseph Clary, 44, Clinton, was arrested on a DeWitt County Warrant charging him with Driving RVK/Susp DUI/SS 2nd.  
Cameron Collins, 27, Wapella, was arrested and charged with Domestic Battery; Resisting or Obstructing Peace Officer, Firefighter, or Correctional Institution Employee; Unlawful Restraint.
Investigation into the scene of an accident which occurred at approximately 12:19 p.m. on 10/15/25 revealed that Thelma Pearl, 93, Clinton, was traveling westbound on State Highway 10 at Weldon Springs Rd.  Molly Neal, 64, Clinton, was stopped at the intersection of Weldon Springs Rd and State Highway 10 facing north.  Neal stated she looked both ways for traffic and did not see any other vehicles and proceeded to turn west.  As Neal was turning onto State Highway 10 the front passenger side hit Pearl on the rear driver side.  Neal’s vehicle sustained damage to the front passenger side quarter panel and Pearl’s vehicle received damage to the rear driver side quarter panel.  Both vehicles were driven from the scene.  Neal was issued a citation for Failure to Yield Intersection.  Neal was released with no Required Court Appearance.

10/17/25 Michelle Billgren 45, Decatur was issued a citation for operating an uninsured vehicle. Billgren was issued a notice to appear.

 

Arrests:

 

10/14/25 Kyle Roberts 21, Saybrook was charged with driving while license suspended and disobey stop sign. Roberts was transported to the Dewitt County Jail and released to corrections.

 

10/19/25 Ricky Ahlers 48, Clinton was charged with violation of an order of protection. Ahlers was transported to the Dewitt County Jail and released to corrections.

Citations:

10/09/25 Joseph Levier 29, Mt. Auburn was issued a citation for operating a motor vehicle with a suspended driver’s license. Levier was issued a notice to appear.

10/09/25 Chelsea Stanley 35, Homer was issued a citation for operating a motor vehicle with suspended registration. Stanley was issued a notice to appear.

10/09/25 Amanda Hammer 31, Maroa was issued citations for operating a motor vehicle with suspended registration and operating an uninsured motor vehicle. Hammer was issued a notice to appear.

10/10/25 Scott Carroll 20, Clinton was issued citations for failure to reduce speed to avoid an accident and failure to yield-stop or yield at an intersection. Carroll was issued a notice to appear.

 

Arrests:

10/10/25 Larry Clingempeel 45, Clinton was charged with aggravated assault and domestic battery. Clingempeel was transported to the Dewitt County Jail and released to corrections.

Jeffrey Granda, 48, Lincoln, was arrested and charged with DUI-Under the Influence of Alcohol.  
Margaret Crutcher, 71, Clinton, was arrested on a DeWitt County Warrant charging her with Speeding 26-34 MPH Over Limit.

09/29/25 Robert Reynolds 48, Clinton was issued a citation for operating a vehicle with suspended registration. Reynolds was issued a notice to appear.

09/30/25 David Buchanan 80, Clinton was issued a citation for disobeying a stop sign. 

10/04/25 McKenzie Darkow 22, Edgewood was issued citations for operating a vehicle with suspended registration and operating an uninsured motor vehicle. Darkow was issued a notice to appear.


Arrests:

09/29/25 Patrick Buggar 44, Clinton was charged with operating a motor vehicle while driver’s license suspended. Buggar was transported to the Dewitt County Jail and released to corrections.

10/01/25 Ashley Davis 34, Clinton was charged with possession of methamphetamine (under 5 grams), unlawful possession of registration documents (open title), unlawful display of registration plate, operation of an uninsured motor vehicle, no valid registration and suspended registration. Davis was transported to the Dewitt County Jail and released to corrections.

10/03/25 Terry Malone 54, Clinton was arrested on a Dewitt County warrant. Malone was transported to the Dewitt County Jail and released to corrections.

10/05/25 Jesse Miller 62 Clinton, was charged with disorderly conduct. Miller was transported to the Dewitt County Jail, issued a notice to appear and released to corrections.
